Public concern regarding the transparency of treatment charges at private hospitals has resurfaced after an incident involving emergency treatment at a local facility. There was a significant discrepancy noted between the initial cost estimate and the final bill charged.
In this incident that occurred on December 7, a mother sought medical attention for her daughter, who had fallen and required immediate care.
Emergency Treatment Costs
The mother reported that the emergency staff had initially estimated the treatment cost to be around RM4,000. However, after all medical procedures were completed, the final bill exceeded RM8,000.
This shocking difference raised serious questions about the level of price transparency and the hospital’s communication regarding the actual treatment costs.
In her quest for answers, she reached out to Lucas Lau, the regional president of the National Consumer Action Council (MTPN) Sarawak, who expressed his concerns regarding such practices.
Consumer Rights and Transparency
Lau emphasized that every consumer has the right to be clearly and fully informed about treatment costs and to give consent based on complete information prior to any medical procedures.
He stated, “The practice of imposing non-transparent charges violates one of the eight fundamental consumer rights, namely the right to information.”
Furthermore, he noted that this right is protected under the Consumer Protection Act 1999, specifically Section 3, which guarantees consumers’ rights to accurate information and safeguards against misleading practices.
MTPN wishes to remind all private hospitals in Malaysia that consumers have the absolute right to know the prices of services, whether or not they have insurance coverage.
Recommendations for Healthcare
“Overcharging insured patients will only lead to higher insurance premiums over time, which in turn directly increases the cost of living for the public. The right to know prices is a fundamental principle of consumer justice,” he stressed.
Additionally, Lau urged Malaysians to consider government hospitals as their primary option for medical treatment.
He highlighted that public hospitals, funded by the government, offer comprehensive and quality healthcare services provided by experienced medical professionals.
“Utilising government hospital facilities is a right and a welfare benefit that should be fully exercised by all Malaysians,” he remarked, encouraging people from all walks of life to consider public hospitals for their healthcare needs.
MTPN also advised the public to be proactive by asking questions, obtaining written clarification, and confirming the full cost of treatment before signing any consent forms, to avoid unexpected financial burdens.
