Hajiji during the winding-up speech for the Supply Bill 2026 at the Sabah State Legislative Assembly today.

A meeting is set to further discuss the return of 40 percent of Sabah’s revenue between the state and Federal governments this upcoming Friday.

In this context, Chief Minister Datuk Seri Hajiji Noor has urged all parties to exercise patience, especially concerning the payment formula mechanism and other matters linked to the Malaysia Agreement 1963 (MA63).

Upcoming Discussions

“There is no need for us to discuss or question it here because another meeting will be held between the Federal and state governments, if I am not mistaken, on Dec 19,” he stated.

“Let us wait for the payment formula mechanism. If you ask me as a son of Sabah, I simply follow the Constitution. Done. We have presented this repeatedly in MA63 meetings,” he expressed during the winding-up speech for the Supply Bill 2026 at the Sabah State Legislative Assembly.

Legal Context

On Oct 17, the Kota Kinabalu High Court determined that the Federal Government acted unlawfully and overstepped its constitutional authority by neglecting to honor Sabah’s right to 40 percent of the state’s revenue from 1974 to 2021.

Hajiji further commented that he believes any negotiations regarding the 40 percent revenue issue will be informed by the court’s ruling.

Previously, Sabah Deputy Chief Minister II Datuk Seri Masidi Manjun, who also serves as the state Finance Minister, mentioned that the Sabah government would present a proposal for constitutional amendments aimed at enabling the state to independently collect certain revenue sources at the next state Cabinet meeting.
