The Road Transport Department (JPJ), in collaboration with Bank Rakyat via Fleet Card Sdn Bhd, will oversee the programme. It is scheduled for a January launch after a brief pilot and system adjustments.

According to Mr Fadillah, each vehicle’s monthly fuel quota will depend on its weight classification and type of operation. Carriers that exceed their allocation must purchase any extra diesel at prevailing market prices. The fleet-card mechanism will also allow authorities to track usage, reduce subsidy leakage, and ensure transparency in distribution.

He noted that his ministry has been in ongoing consultation with East Malaysian logistics associations to customise the scheme to local requirements. Once fully operational, the government expects the fleet-card system to lower overall freight costs, enhance exporters’ competitiveness, and contribute to tighter integration of the national supply chain.

Looking forward, the Transport Ministry plans to complement the fleet-card rollout with digital solutions such as electronic consignment notes and an e-manifest platform. These measures form part of the broader National Logistics Network initiative, designed to streamline cargo movements, shorten delivery times, and foster a more efficient, technology-driven transport sector.
