Developer-appointed Stirling Management Sdn Bhd has relinquished its authority after several unit owners questioned the legitimacy of its committee, leaving daily operations—from maintenance to fee collection—at a standstill.

In response, the ministry has appointed independent facilitator Raymond Ong to oversee the development during this interim phase. His responsibilities include:

• Calling an extraordinary general meeting so that owners may vote in a new management committee
• Reviewing the project’s financial statements and verifying the balances of both the maintenance and sinking funds
• Supervising urgent repairs—such as lift breakdowns, drainage blockages, and water-pump servicing—by utilising available sinking-fund reserves
• Providing regular progress updates to the ministry and liaising with the Miri City Council on waste-management and public-safety issues

Assistant Minister Datuk Len Talif Salleh explained that the intervention is intended to restore stability to daily operations, protect property values, and maintain residents’ living standards while ownership matters are resolved. Once a new committee is elected and an annual general meeting has been completed, the facilitator’s official role will end.

The Stirling complex, completed in 2020, consists of residential towers above retail outlets, and its management disputes have left both homeowners and shop tenants in prolonged uncertainty. With the ministry now overseeing the situation, all parties hope to transition swiftly to a permanent, owner-led governance structure.
