One of Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg’s most innovative initiatives has been the creation of S Pay Global, a digital payment platform aimed at revolutionizing the State’s financial landscape and ushering it into the digital era. Recognizing the escalating significance of digital payments in a connected world, he envisioned a platform that could enhance financial services and stimulate Sarawak’s digital economy. The State, rich in natural resources and culture, encountered a void in modern financial infrastructure, particularly regarding e-payments and cashless transactions.
S Pay Global arose as a solution to this challenge, crafted not only to provide convenience but also to decrease dependence on conventional banking systems and cash transactions. The Premier dreamt of a platform that would enable Sarawakians to access financial services effortlessly, especially in rural and remote regions.
Mobile-Based Digital Wallet
S Pay Global is a mobile-centric digital wallet, or e-wallet, allowing users to make cashless payments for various goods and services, spanning sectors such as retail, transportation, utilities, and more. The platform enables peer-to-peer (P2P) transfers, letting users send and receive money directly without requiring an intermediary like a bank. Consumers can pay utility bills, top-up mobile credits, and access other services through the app. It also provides a secure and convenient method for consumers to settle payments by scanning QR codes at participating merchants.
Since its inception, S Pay Global has significantly expanded financial services to underserved communities in Sarawak, particularly in rural and remote areas where banking access is limited, through collaboration with Bank Simpanan Nasional. Beyond basic functionalities, Abang Johari’s government emphasizes integrating various payment systems into S Pay Global, encompassing government services like e-taxes and online renewals for licenses, enhancing its utility for citizens.

The journey of S Pay Global commenced in 2017 when Abang Johari’s administration ventured into creating a digital payment system to meet the diverse needs of Sarawak’s population. Aligned with his ‘Digital Economy Strategy 2018-2022’, which aimed to leverage digital technology for the State’s economic development, the Premier recognized the potential for digital finance to foster more inclusive economic opportunities.
S Pay Global was officially launched as Sarawak Pay on November 15, 2017, under the guidance of the Sarawak Multimedia Authority (SMA), a government agency tasked with promoting digital infrastructure in Sarawak. The platform is a collaborative effort between the Sarawak government and Sarawak Information Systems Sdn Bhd (SAINS), which played a critical role in its development. In 2021, after being operated by SiliconNet Technologies Sdn Bhd (SNT), the platform underwent a strategic rebranding to S Pay Global, reinforcing its branding and global presence, following the integration with UnionPay on March 4, 2021.
Aiming for a Cashless Society
S Pay Global’s ambitions extend beyond convenience; it aspires to foster a cashless society and provide an alternative to traditional banking systems, which can be less accessible in remote areas. The launch of S Pay Global is part of a broader strategy to position Sarawak as a regional leader in the digital economy. Abang Johari has made it clear that this digital transformation will support Sarawak’s economic diversification, steering the State away from dependence on traditional industries like oil and gas and timber.

Expanding Reach and Partnerships
Under Abang Johari’s leadership, Sarawak has aggressively pursued infrastructure development, including extending high-speed internet access to remote areas. With enhanced connectivity, S Pay Global serves as a crucial tool for promoting financial inclusion. Rural residents, who previously faced challenges accessing banking services, can now leverage digital transactions, minimizing the necessity for long trips to urban banks.
Over the years, S Pay Global has expanded its reach and capabilities, partnering with local businesses, merchants, and government agencies to enhance functionality. Future Innovations and Financial Support
As of November 18, 2024, S Pay Global partnered with Payments Network Malaysia (PayNet) to connect DuitNow QR, Malaysia’s real-time payment platform. This integration allows Sarawakians to conduct cashless transactions at over two million DuitNow QR touchpoints nationwide. Tourists from Indonesia, Singapore, Thailand, China, South Korea, and Cambodia can now make payments by scanning a DuitNow QR code with their mobile banking apps or e-wallets.
By November 16, 2024, S Pay Global had achieved remarkable growth, processing a total of RM4.2 billion in transactions, with over 770,000 users and 91,000 registered merchants. The platform has also become essential for distributing financial assistance, including the Sumbangan Keperluan Asas Sarawak (SKAS), to low-income groups across the State. By utilizing this digital platform instead of cash disbursements, the government ensures funds are allocated responsibly, directing support to those in need while minimizing the risk of misuse.

Embracing Technological Advancements
By February 18, 2025, 564,099 (63.6 percent) of SKAS recipients successfully registered with S Pay Global out of 886,288 eligible individuals, with 35,416 new applications pending approval. Additionally, RM1,200 pocket money aid for tertiary education will be disbursed through S Pay Global. To access this aid, Sarawakian university students are encouraged to register with Sarawak’s e-wallet. The implementation of SKAS and tertiary students’ pocket money is anticipated to further increase S Pay Global users in Sarawak.
As Sarawak continues its evolution into a digital economy, the future appears promising for S Pay Global. With ongoing investments in digital infrastructure and technological innovations, the platform is poised for further evolution. Potential future enhancements may involve the integration of artificial intelligence (AI) and blockchain technology, which could significantly improve security and transaction efficiency.
