The Sarawak Patriot Association (SPA) has urged the federal government to officially recognize the Unified Examination Certificate (UEC). They describe this recognition as a strategic national imperative that can enhance Malaysia’s education system, bolster the economy, and promote social cohesion.

In a statement, SPA chairman Datuk Lau Pang Heng emphasized that recognizing the UEC is not merely an educational concession; it is a forward-looking national strategy designed to address Malaysia’s pressing human capital needs. This move would also align the nation with global academic practices and foster inclusivity.

Enhancing Talent Development

“This recognition will enhance national talent development, evaluate Malaysia’s international standing, foster social cohesion, stimulate economic growth, and reinforce political trust,” he stated.

Lau pointed out that the lack of UEC recognition has contributed to a brain drain, as many multilingual and high-achieving graduates seek higher education and employment opportunities overseas.

He added, “Official recognition would grant UEC holders direct access to public universities and the civil service, helping retain local talents and alleviate financial burdens on students who currently face higher tuition fees abroad or at private institutions.”

Addressing National Language Concerns

Furthermore, he highlighted that the UEC is acknowledged by thousands of prestigious universities globally, including institutions in the US, the UK, Australia, and various Asian countries.

Lau also addressed concerns regarding the national language, Bahasa Malaysia, referencing Dong Zong’s statistics which show that 97 percent of UEC graduates passed Bahasa Malaysia at the Sijil Pelajaran Malaysia (SPM) level.

“Recognizing the UEC would not undermine national language standards; in fact, I propose implementing a ‘Test of Bahasa Malaysia Proficiency’ for overseas students seeking higher education in Malaysia to ensure language competency,” he remarked.
